Quartermaster is a budget format variant of Commander. It shares the same ban list and ruleset, except the only cards legal in the 99 are those listed on Scryfall as less than 0.26¢ USD. This format variant "rotates" around each major set release after market prices settle and an updated snapshot is taken of all eligible cards less than 0.26¢ USD. Most decklists are under $18!
